Notice of intent to make a determination

Ahtahkakoop Cree Nation Debden Road Upgrades – Public Comments Invited

 

December 22, 2025 – Indigenous Services Canada must determine whether the proposed Ahtahkakoop Cree Nation Debden Road Upgrades project is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

Ahtahkakoop Cree Nation is proposing to upgrade 8.1 km of existing community roadway. The upgrades will consist of ditching, roadway structure, and surfacing improvements. The roadway upgrades will begin at the intersection with Highway 790 at the south end, and will extend north towards Debden until the Reserve boundary.

Site preparation activities will consist of stripping of topsoil within the roadway right-of-way to be upgraded, which will be temporarily stockpiled for the duration of construction. Clearing of trees within roadway right of ways has already been completed by the Nation. Construction activities will consist of excavating/filling existing roadways and ditching to design elevations, culvert installations, application of aggregate and surfacing materials to the road surface, replacement of topsoil, and seeding of all disturbed areas.
