Berth 5 revetment rehabilitation - DP World Fraser Surrey
Notice of Determination
Surrey, B.C. – September 9, 2025 – The Vancouver Fraser Port Authority has determined that the proposed Berth 5 revetment rehabilitation – DP World Fraser Surrey, located at 11060 Elevator Road, Surrey, is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Cowichan Tribes, Halalt First Nation, Katzie First Nation, Kwantlen First Nation, Kwikwetlem First Nation, Musqueam Indian Band, Penelakut Tribe, Lyackson First Nation, S'ólhTéméxw Stewardship Alliance, Semiahmoo First Nation, Stz'uminus First Nation, Tsawwassen First Nation, Tsleil-Waututh Nation, and Ts'uubaa-asatx. The themes raised were:
- Interest in archaeology
- Concerns with the least-risk timing window for fish, sturgeon, and water quality monitoring
- Alternative bank stabilization methods to rip rap
- Spill response and reporting
The project was posted to the Canadian Impact Assessment Registry on June 27, 2025, for public comment. No comments were received.
Mitigation measures and/or permit conditions taken into account in making the determination include:
- A construction and environmental management plan will be developed for the project
- The barge and other support vessels will be prevented from grounding on the foreshore or riverbed
- The physical activities will be conducted using methods to avoid increasing sedimentation of foreshore areas and induced turbidity of local waters
- All construction debris and waste materials will be collected in the immediate working area and disposed of at an appropriately licensed facility
- All construction equipment will be environmentally clean and properly maintained to prevent spills, invasive species, and noxious weeds
- A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up.
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
