Notice of Determination

New Westminster B.C. –September 18, 2025– The Vancouver Fraser Port Authority has determined that the proposed Barge ramp partial replacement located at 404 Salter Street, New Westminster, BC is not likely to cause significant adverse environmental effects

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Technically and economically feasible mitigation measures

Best efforts were made to consult with the Cowichan Tribes, Halalt First Nation, Lyackson First Nation, Katzie First Nation, Kwantlen First Nation, Kwikwetlem First Nation, Musqueam Indian Band, Penelakut Tribe, Semiahmoo First Nation, S'ólh Téméxw Stewardship Alliance, Stz'uminus First Nation, Tsawwassen First Nation, Tsleil-Waututh First Nation, and Ts'uubaa-asatx. Comments raised included:

  • What method of pile driving would be used
  • Concern regarding impacts to adult of juvenile sturgeon
  • Requests to schedule a First Nations Guardian in the event of a marine organism salvage

The project was posted to the Canadian Impact Assessment Registry on June 12, 2025 for public comment. One comment was received, but it was not relevant to the project.

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • The permit holder shall submit a marine construction and staging plan
  • The permit holder shall provide environmental monitoring reports to the port authority's satisfaction
  • The permit holder shall immediately cease work and notify the port authority if the permit holder has reasonable grounds to believe that the project has harmed fish of fish habitat

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
