Vegetation removal and internal access road installation
Notice of Determination
Surrey, B.C. – September 5, 2025 – The Vancouver Fraser Port Authority has determined that the proposed vegetation removal and internal access road installation – Mainland Construction located at 10619 Timberland Road is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Katzie First Nation, Kwantlen First Nation, Kwikwetlem First Nation, Musqueam Indian Band, S'ólh Téméxw Stewardship Alliance, Semiahmoo First Nation, Tsawwassen First Nation, and Tsleil-Waututh Nation. Comments that were received centered around the protection of archaeological resources, avoiding works during the bird nesting window, invasive species management, replanting, erosion and sediment control and spill prevention.
The project was posted to the Canadian Impact Assessment Registry on July 4, 2025 for public comment. Comments raised were related to:
- Environmental concerns regarding vegetation removal within the proposed Project area.
Mitigation measures and/or permit conditions taken into account in making the determination include:
- The ecological value of the removed vegetation is considered low, and offsetting is not required
- The Project does not involve paving
- Habitat assessment determined key biophysical attributes for Barn Owls do not occur within the Project area
- A chance find procedure will be developed for the project, be available in the immediate working area, and project personnel will be trained on response procedures in the event that archaeological resources are encountered.
- A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained in spill prevention, containment and clean-up
- All works will be carried out in accordance with an Invasive Species Management Plan
- Conducting nest surveys should there be potential to affect birds and/or their active nests and eggs.
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
