New private residential dock – Farrer Cove – Public comments invited

September 23, 2025 As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed New private residential dock – Farrer Cove, located at Farrer Cove, Belcarra are likely to cause significant adverse environmental effects.

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project

The upland property owner proposes to build a new private residential dock in Farrer Cove in Belcarra, BC. The proposed work includes the construction of a platform that is supported by a concrete abutment on the land side and the installation of an access ramp and mooring float. The ramp and float will be constructed off-site and then placed and secured in the proposed dock location. 

The ramp is a prefabricated aluminum frame with composite decking, with a walkway that allows light to permeate. The float will be wood frame (douglas fir, red cedar or cypress) with floatation encapsulated with EPS foam and a one piece roto-molded polyethylene shell. The ramp will be secured to the concrete abutment and platform and the float will be anchored by two concrete anchor blocks and pins. No vegetation will be disturbed as part of the works and no piles are proposed to be installed. The dock meets all size requirements outlined in the Recreational Dock Guideline.

Construction would be conducted during regular hours and the overall duration of the project is approximately 2 months.
