Notice of Determination for the Mistahi Sipiy Child and Family Services and Big River First Nation Prevention Building
September 17, 2025 - Indigenous Services Canada has determined that the proposed Mistahi Sipiy Child and Family Services and Big River First Nation Prevention Building project is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
-the Big River First Nations and supporting Nations are in support of the project, and their memberships will benefit from the project
-no comments were received from the public about the project
-mitigation measures are required for the project
Implementation of the following mitigation measures is required for the project:
- The project shall proceed in the manner described in the ISC Project Description form, and Mistahi Sipiy CFS and Big River First Nation Prevention Building 90% Design Drawings and Tender Specifications (aodbt, dated August 22, 2025). The Proponent will immediately notify ISC of any changes to the proposed project for approval.
- Relevant permits and approvals will be obtained before undertaking any work. It is the Proponent's responsibility to meet all applicable federal, provincial and municipal laws and regulations that apply to the proposed project. This Notice of Determination does not apply to ancillary features associated with this development that were not included in the Project Description form.
- All work will be carried out in accordance with the Migratory Bird Convention Act and applicable regulations.
- Clearing and grubbing activities will be completed outside of the Migratory Bird window.
- If construction is rescheduled within the breeding and nesting period, a qualified environmental professional will complete a nesting sweep prior to clearing activities.
- Site activities will include grading to control surface runoff into adjacent roadway ditches.
- If required, silt fencing will be utilized to contain sediment movement.
- Source of imported material will be inspected and approved by the supervisory authority before importing to site.
- No hazardous materials will be handled on site during construction.
- Construction debris will be collected and removed to an approved landfill site.
