Esquimalt Graving Dock (EGD) Security Camera System Installation – Public Comments Invited
October 6th, 2025- The authority must determine whether the proposed Esquimalt Graving Dock (EGD) Security Camera System Installation, located on Victoria, BC is likely to cause significant adverse environmental effects.
To help inform this determination, the authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
Public Services and Procurement Canada is the proponent, administrator of lands and funder to provide and install a site wide security camera system at Esquimalt Graving Dock (EGD). This includes security lighting, new anchored poles, low-voltage power supply and distribution, telecommunication distribution and related auxiliary equipment for a fully functional efficient surveillance system at EGD. Excavation will be required for the installation of 21 light pole bases (total of 24 light poles) and 2 trenches for the installation of underground electrical and communication conduits are required to install concrete light base and new underground conduits (duct banks). The total footprint of the project is 542.25 square meters.
Esquimalt Graving Dock (EGD) is a 31-hectare federal shipyard facility located in Skinner Cove, Esquimalt Harbour, B.C. and was constructed over 7 years, starting operation in 1927. Property borders include a residential area, another federal property (Department of National Defence, DND), Songhees First Nations lands and the marine environment (Esquimalt Harbour). The property is developed with active shipyard infrastructure with some natural vegetation areas. Some portions of the site are listed as active on the Federal Contaminated Sites Inventory (FCSI).
