Installation of a storage tank for petroleum products – Royal Military College St-Jean, QC

September 26, 2025 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) is proposing a project. The present project involves the installation of a storage tank systems for petroleum products at Royal Military College (RMC) St-Jean.

Initially, two underground tanks were installed at the east side of Building C102 to supply the boilers of the thermal power plant, which were used to heat the buildings across the site. Following a failure, one of the tanks caused a major spill on the site. During the emergency response to this spill, both tanks were decommissioned and subsequently removed from their location.

The new tank to be installed will be an aboveground, double-walled tank and will have a capacity of 50,000 liters. It will replace the former underground tanks and will be located in the same area, in order to remain in proximity to the boilers.

The project includes the following components:

  • Mobilization of equipment and site preparation
  • Excavation of the soils for the concrete slab
  • Installation of a concrete slab
  • Installation of the new aboveground tank
  • Commissioning of the new tank
  • Securing, restoring the site
  • Training the personnel
