YUL Montreal-Trudeau International Airport - New temporary parking lot "CellParc" for the benefit of airport users
Notice of Determination
September 10, 2025 - ADM Aéroports de Montréal has determined that the project for a new temporary parking lot "CellParc" for airport users at YUL Montreal-Trudeau Internationa Airport is not likely to cause significant adverse environmental effects by applying the mitigation measures provided for in the project.
This decision is based on the following factors:
- Mitigation measures that are technically and environmentally feasible below;
- Community knowledge;
- Knowledge and impacts on the rights of Indigenous peoples.
The mitigation measures considered in this determination are as follows:
Sound environment and air quality:
- Use and maintain machinery and trucks in optimal working order;
- Clean roads and access roads to the site regularly to prevent dust emissions from vehicle traffic.
Soil quality:
- Manage excavated soils in accordance with all applicable rules (pre-project studies indicate that the quality of excavated soils is generally compatible with potential on-site reuse of soils).
Water quality:
- Implement, during the work, appropriate measures to prevent the entrainment of particles into the ditches and the storm water system;
- Provide a permeable parking surface that preserves the current stormwater flow regime on the site.
Fauna and flora:
- Retain all trees around the perimeter of the area to be used as parking.
Consequently, ADM Aéroports de Montréal may exercise its powers, duties and functions to enable the project to proceed.
