Site preparation for truck parking and storage - 12509 Industrial Road
Notice of Determination
Surrey, B.C. – June 19, 2025 – The Vancouver Fraser Port Authority has determined that the proposed Site preparation for truck parking and storage located at 12509 Industrial Road is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Cowichan Tribes, Halalt First Nation, Katzie First Nation, Kwantlen First Nation, Kwikwetlem First Nation, Leq'a:mel First Nation, Lyackson First Nation, Musqueam Indian Band, Penelakut Tribe, Semiahmoo First Nation, S'ólhTéméxw Stewardship Alliance, Stz'uminus First Nation, Tsawwassen First Nation, Tsleil-Waututh First Nation, and Ts'uubaa-asatx. The themes raised were related to bird surveys, spills, and archeology.
The project was posted to the Canadian Impact Assessment Registry on March 24, 2025 for public comment. One comment was received related to the impact to wildlife during construction.
City of Surrey, Canadian National Railway Company (CN), Telus Communications Inc., and Schnitzer Steel Canada were notified.
- The port authority clarified to CN that access over rail crossings will not be required as part of this project and that the permit holder would have to reach out to CN for any permitting required should they require access over the rail crossings in the future
- SitePath Consulting Ltd., on behalf of Telus requested a BC One Call to be conducted
- This requirement is addressed under the permit conditions
Mitigation measures and/or permit conditions taken into account in making the determination include:
- All works will be carried out in accordance with the Construction Environmental Management Plan
- Nest surveys will be conducted immediately prior to any to any physical or construction activities
- A spill prevention, containment and clean-up plan will be developed and submitted for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
- An appropriately qualified archaeological monitor will be on the Project site at all times during ground disturbing activities with the potential to intrude into native soils
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
