August 21, 2025 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) is proposing a project. The project at 5 Canadian Division Support Base (CDSB) Gagetown involves upgrading underground infrastructure in selected areas of Zones J and K, focusing on water distribution, sanitary sewer, and stormwater systems. Key improvements include replacing deteriorated water mains and service laterals, enhancing fire flow through a looped connection on Cumberland Street West, and installing isolation valves to reduce service disruptions. Hydrants will be replaced only as needed, based on recent assessments. For the sanitary and stormwater systems, the project targets the replacement of structurally poor pipes and manholes, hydraulic flushing of specific sections, and upgrading undersized stormwater pipes identified in the 2025 Stormwater Management Plan. In addition to the physical upgrades, the project requires geotechnical investigations, development of a soil management plan, completion of an Environmental Effects Determination (EED), and preparation of comprehensive design documentation to support planning, approvals, and execution.
