Notice of Determination

Charlottetown – August 04, 2025The Charlottetown Airport Authority has determined that the proposed 2025 BioVectra Aqueous Waste Treatment Building is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

  • During the construction phase, stormwater runoff and sediment control measures will be provided by the site contractor and reviewed by the Construction Project Manager on a regular basis. This will include installing silt fencing, straw bales and other measures as required.
  • All construction debris (including any excess site soils) will be disposed of in a provincially approved manner. Any monitoring wells on the proposed expansion footprint would be decommissioned/relocated as required.
  • During construction and operation (including accidents, potential malfunctions and unplanned events) all municipal, provincial and federal codes, standards and best management practices will be followed.

The Charlottetown Airport Authority is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Charlottetown Airport Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
