YUL Montreal-Trudeau International Airport – Access, Multi-level Parking, and Drop-off Area Development ("The Project") – Public Comment Period

July 22, 2025 - ADM Aéroports de Montréal and the Canada Infrastructure Bank must determine whether the proposed Project is likely to cause significant adverse environmental effects.

ADM Aéroports de Montréal and the Canada Infrastructure Bank are inviting comments from the public on the proposed Project to help inform their determination under Section 82 of the Impact Assessment Act.

All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website (https://iaac-aeic.gc.ca/050/evaluations/Protection?culture=en-CA).

The Proposed Project

The Project aims to develop new drop-off areas and a new multi-level parking structure to improve passenger access to Montréal-Trudeau Airport (YUL).

The Project includes the following activities:

  1. Demolition of the existing multi-level parking structure, which has reached the end of its service life;
  2. Construction of a new nearby multi-level parking structure (P5) connected to the REM station and the terminal building;
  3. Installation of a retention basin under the new parking structure to improve stormwater management;
  4. Development of additional drop-off areas, notably south of the current parking structure, to facilitate vehicular circulation within airport grounds;
  5. Construction of pedestrian overpasses allowing users to walk freely between the drop-off areas, parking facility, REM airport station, and the terminal.

Work is scheduled to begin in November 2025 with the demolition of the current multi-level parking structure. The total duration of the Project, including phases still being planned, is approximately six years.
