Upgrade of 17 Wing Vehicle Fuel Farm – 17 Wing Winnipeg

July 16, 2025 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) has proposed a project at 17 Wing Winnipeg. Currently, in order to fuel the military pattern vehicles, civilian pattern vehicles as well as all the various types of specialty and heavy equipment needed by the base for operations and day-to-day activities, 17 Wing has a vehicle fuel farm that consists of one 25,000 litre gasoline fuel tank and one 75,000 litre diesel fuel tank. However, the vehicle fuel farm was constructed around 2005 as part of the Wing's consolidation with the former South Site. In the approximate 20 years for which the vehicle fuel farm has been in operation, the farm has seen regular problems with its control systems. Further, a fuel rationalization of the volume of fuel carried by the existing vehicle fuel farm determined that the Wing does not need that capacity of fuel on site. As such, a project has been raised for the DND to upgrade the fuel farm by replacing both fuel tanks with smaller tanks, upgrading the control systems and adding an oil water separator.
