Gatineau – July 3rd, 2025 – Global Affairs Canada has determined that the proposed Rehabilitation of Water and Sanitation Infrastructure in Health Facilities in Northwestern Tigray Ethiopia is not likely to cause significant adverse environmental effects. 

This determination was based on a consideration of the following factors: 

  • community knowledge; 

  • comments received from the public; and 

  • technically and economically feasible mitigation measures. 

Mitigation measures taken into account for this determination are:  

  • Changes in ground water level will be prevented by : The installation of appropriate pumps to minimize the over-pumping of water; community capacity building training on proper management and operation of water; and community awareness development on water conservation and the importance of minimizing wastage. 

  • Health risk associated with standing water at collection points, favoring the spreading vectors/insects will be prevented by the development of a water drainage system to redirect spills of water back to the sources while recharging the groundwater and preventing the associated health risks with breeding of vectors/ insects.    

  • The risk of misuse of the WASH facilities due to poor maintenance will be mitigated by establishing 20 Committees and training 140 members. The training will focus on proper operation and minor maintenance of water schemes.  

  • The risk of contamination due to the vulnerability to the effects of climate change such as flood and strong wind will be mitigated by: Maintaining the apron away from the well and reinforcing the wells to ensure they can withstand extreme weather conditions and prevent well water contamination; Engaging the communities in flood protection measures such as diverting ditches in flood prone areas to prevent erosion and contamination of the well; and Providing raised masonry foundations to latrines.  

  • The risk of soil contamination will be prevented by constructing soak away pits for treating the wastewater arising from hand washing and to allow proper drainage and to seep into ground promoting sustainable water management.   

  • Health and safety risks to toilet cleaners will be mitigated by providing cleaning materials and personal protective equipment, as well as training on the importance of safety precautions in cleaning the toilets and proper hand washing. 

Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects. 

Therefore, the International Medical Corps (IMC) may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
