Notice of Determination

June 4, 2025 – ADM Aéroports de Montréal has determined that the the project to build a parking lot on a section of the snow depot adjacent to the existing P10 parking lot at YUL Montreal-Trudeau International Airport is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.

This decision is based on the following factors:

  • Mitigation measures that are technically and environmentally feasible below;
  • Community knowledge;
  • Knowledge and impacts on the rights of Indigenous peoples.

The mitigation measures considered in this determination are as follows:

Sound environment and air quality:

  • Maintain trucks and machinery used in construction in good working order.
  • Avoid idling equipment during construction.
  • Locate the parking lot on the section of the site already used by air operations for the snow depot and use the existing parking lot accesses for vehicular traffic.

Soil quality:

  • On-site reuse of soil: the embankment between the current P10 parking lot and the snow depot is moved between the new parking lot and the remaining section of the snow depot.
  • The excavated soils will be characterized and managed in accordance with the applicable regulations.

Water quality:

  • Install sediment barriers during the work to prevent the entrainment of suspended solids into the storm water system.
  • Integrate the drainage of the new parking lot into the existing storm sewer system.

Fauna and flora:

  • Conserve vegetation (trees) around the site and apply the required protective measures during construction.
  • Inspect the site regularly for the presence of any habitat that requires special precautions.

Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
