Notice of Determination

 

May 15, 2025 - Indigenous Services Canada has determined that the proposed Lac La Ronge Indian Band Bell's Point Subdivision Stages 6 and 7 project is not likely to cause significant adverse environmental effects.

 

The determination was based on a consideration of the following factors:
- the Lac La Ronge Indian Band has authorized the project by Band Council Resolution, and its membership will benefit from the project
- no comments were received from the public about the project
- mitigation measures are required for the project

 

Implementation of the following mitigation measures is required for the project:

1. The project shall proceed in the manner described in the ISC Project Description form, dated April 9, 2025, and supporting documents (Appendix A, Project Drawings; Appendix B, HABISask Report; Appendix C, Nesting Calendars and Birds List; Appendix D, Tracked Vascular and Non-vascular Plants; and Appendix E, References). The Proponent will immediately notify ISC of any changes to the proposed project for approval.

2. Relevant permits and approvals will be obtained before undertaking any work. It is the Proponent's responsibility to meet all applicable federal, provincial and municipal laws and regulations that apply to the proposed project. This Notice of Determination does not apply to ancillary features associated with this development that were not included in the Project Description form.

3. Contractor bid documents will clearly outline requirements to comply with environmental regulations and restrictions.

4. All work will be carried out in accordance with the Migratory Bird Convention Act and applicable regulations.

5. Vegetation clearing and grubbing will take place outside of the bird nesting season (before April 24 or after August 29), and before the majority of bats have returned from hibernation and/or migration.

6. Prior to clearing and grubbing, all trees of suitable size will be inspected by a qualified biologist for Pileated Woodpecker nesting cavities. If nesting cavities are found within the project area, the Canadian Wildlife Service will be contacted to discuss mitigation or other management strategies.

7. Treed buffers will be maintained between lots and around project area boundaries where possible.

8. Felled trees will be limbed, brush will be mulched, and logs will be stockpiled for use by LLRIB members. Remaining organic waste from tree clearing and grubbing shall be taken to a certified/approved landfill or compost depot, as appropriate.

9. Excess soil will be used on site or stockpiled and removed.

10. Construction waste materials will be removed from site as soon as practicable and taken to appropriate facilities for disposal, recycling or reuse.

11. Fire protection, dust control, and spill prevention measures will be established and implemented.

12. Hazardous wastes, including spills, will follow provincial guidelines for disposal and reporting.

 

Indigenous Services Canada (ISC) is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
