Comox Valley Airport Commission (CVAC) Apron Expansion Project 2025 – 19 Wing Comox

April 30, 2025 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has proposed a project at 19 Wing Comox. Comox Valley Airport Commission (CVAC), working with Welder Engineering, have contracted Knappett Industries for the construction phases of this project. Mobilization is to commence June 2025.

Knappett will be coordinating with the museum for temporary moving of the Sea King display, and Real Property Operations (RP Ops), for the relocation of DND water, storm, and sanitary lines impacted by this project from June into July 2025.

Excavation and sub-base work for the retaining wall, associated drainage works are expected to commence mid July 2025 with follow-on retaining wall installation to start in late August 2025. Sub-base preparation and paving for the apron will commence once sufficient wall has been erected in September 2025. Knappett is expecting fence replacement to occur in early October 2025 with total project completion by end October 2025.
