Notice of determination

Coquitlam, B.C. – November 21, 2024 – The Vancouver Fraser Port Authority has determined that the proposed Fraser Mills Foreshore Improvements Amendment 02, which spans the waterfront adjacent to 2 King Edward Street, Coquitlam, is not likely to cause significant adverse environmental effects.

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Best efforts were made to consult with Katzie First Nation, Kwantlen First Nation, Kwikwetlem First Nation, Musqueam Indian Band, Semiahmoo First Nation, S'ólh Téméxw Stewardship Alliance, Tsleil-Waututh Nation, Tsawwassen First Nation, Cowichan Tribes, Halalt First Nation, Lyackson First Nation, Penelakut Tribe, Stz'uminus First Nation, and Ts'uubaa-asatx. The concerns and comments raised were:

  • Clarification on environmental monitoring and mitigation measures
  • Clarification on emergency and spill prevention measures
  • Clarification on the scope of work, including additional information on the intertidal marsh and mudflat design

The project was posted to the Canadian Impact Assessment Registry on August 13, 2024 for public comment. No comments were received.

The City of Coquitlam and Balaclava Holdings were notified. No comments were received.

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • Mitigation measures and permit conditions that were part of the project and environmental review of Project Permit PER No. 19-074 
  • No construction and physical activities will take place outside Monday to Saturday between the hours of 7:00 a.m. and 8:00 p.m., except for some construction and physical activities relating to the alluvial fan outfall and wharf improvement works
  • Works will be conducted in accordance with an updated construction and environmental management plan
  • Opportunities will be provided to interested Indigenous groups to monitor and be present during monitoring events carried out by the archaeological or environmental monitor

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
