YUL Montreal-Trudeau International Airport - Expansion of the south dock at Bombardier
Notice of Determination
April 23, 2025 – ADM Aéroports de Montréal has determined that the project for the expansion of the south dock at Bombardier at YUL Montréal-Trudeau International Airport is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.
This determination was based on a consideration of the following factors:
- Technically and economically feasible mitigation measures listed below;
- Community knowledge;
- Indigenous knowledge and impacts on rights of Indigenous peoples.
The mitigation measures considered for this determination are as follows:
Management of contaminated soil and waste:
- External soil disposal and soil management according to characterization results in compliance with applicable laws and regulations.
- Manage construction, dismantled and aggregate materials according to MELCCFP guidelines and good environmental practices.
- Implement debris containment and stabilization measures.
- Cover bare surfaces and piled materials to limit dispersion.
- Recover and manage contaminated stormwater off-site or discharge it to the sewer, subject to a municipal permit.
- Monitor water quality during the work.
- Restore damaged ditches after the work.
Preservation of surface water quality:
- Install and maintain sediment barriers to prevent contamination of ditches and watercourses.
- Adapt measures according to weather forecasts and ensure their effectiveness during periods of site closures.
- Refuel land machinery more than 30 meters from ditches/watercourses and on an impermeable surface.
- Ensure the proper functioning of the machinery.
- Have an oil recovery kit and environmental incident response plan on the site.
- Equip equipment with source recovery systems when necessary.
- Clean concrete transport vehicles in watertight basins to prevent overflow.
- Obtain a municipal permit for the discharge of wastewater from concrete cleaning.
Air quality and greenhouse gas (GHG) reduction:
- Monitor dust emissions and apply control measures.
- Spread dust suppressant in unpaved areas with a restriction at less than 60 m from ditches.
- Avoid unnecessary operation of engines, machinery and trucks.
- Install protective tarpaulins on trucks to limit the dispersion of materials.
- Limit the speed of vehicles on the site to 15 km/h.
- Maintain vehicles and machinery in good working order.
- Check that the equipment has a suction system at the source.
Reduction of noise pollution:
- Identify noisy equipment at the beginning of the work in order to apply the appropriate mitigation measures.
- Ensure that all equipment is equipped with mufflers in good working order.
- Limit the number of devices in operation simultaneously.
- Stop the operation of motorized machinery during periods of inactivity.
- Prohibit panel banging when unloading materials.
- Reduce the use of vehicles backing up on the construction site.
- Favour broadband or dimmable reverse alarms to minimize noise pollution.
Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
