April 23, 2025 – Indigenous Services Canada must determine whether the proposed backup power decommissioning project in North Caribou Lake First Nation is likely to cause significant adverse environmental effects.

To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

North Caribou Lake First Nation has proposed a decommissioning project for the diesel generating station (DGS). Physical activities include the removal of the fuel tanks, existing generators and related components including step up transformers, the demolition of the DGS building and oil shed, removal of foundations, trailer unit, and site grading. The removal of building materials such as wood, scrap metal, or derelict fuel tanks will be disposed of or repurposed elsewhere in the community should it be deemed fit for use. Most hazardous waste will be removed prior to the start of the project, but there may be trace amounts inside old piping/ diesel generators/ equipment. 

Historical contamination from the DGS and the tanks are present.
