Securing the Cap-d'Espoir Lighthouse Site
Québec – 2024-12-11– The authority has determined that the proposed project of Securing the Cap-d'Espoir Lighthouse Site is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
• impacts on rights of Indigenous peoples;
• Indigenous knowledge;
• community knowledge;
• comments received from the public; and
• technically and economically feasible mitigation measures.
Mitigation measures taken into account for this determination are:
- Circulate in existing corridors.
- Establish and limit traffic corridors and work zones.
- Restore to the original state after the work
- Limit work to the hours prescribed by municipal by-law or between 7 a.m. and 6 p.m.
- Ensure equipment is in good working order and complies with emissions regulations
- Ensure that loads that may leak particles into the air are stable and covered with a tarp
- Turn off equipment when not in operation and use equipment with silencers when possible
- Use machinery that is in good working order and without leaks
- Equip equipment with an oil recovery kit in the event of an accidental spill
- Place equipment (for example, generator), canisters and containers containing hydrocarbons in a bin or between berms that can hold 125% of the volume of stored storage
- Provide for the establishment and implementation of a contingency plan in the event of an accidental release of contaminants. Clearly identify the people and authorities responsible and the procedure to be followed in the event of an environmental emergency. Ensure that the response plan contains, at a minimum, a response plan and alert structure that is known to all employees on site
- Carry out, under constant supervision, all handling of fuel, oil, other petroleum products or contaminants, including decanting, to avoid accidental spills and to respond promptly if necessary
- Take measures during loading and transportation to avoid escaping residual materials

- Use a polyethylene sheet to pick up any chips that may fall to the ground
- Do not remove chips by jetting water or sand
- If necessary, use a sandblaster equipped with a bag that will allow you to recover the dust
- Use a vacuum cleaner to pick up chips as you scrape
- Limit work on windy days, if possible
Repainting of the lighthouse

Dismantling of damaged buildings
- Plan the work in order to evacuate demolition materials quickly. If this is not possible, store them in a manner that does not constitute a source of contamination.
- Ensure that the site is cleaned at the end of each day and that no waste is left on the floor
- Cover piles containing material that can be blown away by the wind with a tarp firmly attached to the ground.
- Adopt working methods that minimize the emission of fine particles and chips.
Fisheries and Oceans Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.
Therefore, Fisheries and Oceans Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
