YUL Montreal-Trudeau International Airport - Construction of a temporary parking lot - Jenkins Avenue
Notice of Determination
April 9, 2025 – ADM Aéroports de Montréal has determined that the project for the construction of a parking lot located between the restricted area and Jenkins Avenue at YUL Montréal-Trudeau International Airport is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.
This determination was based on a consideration of the following factors:
- Technically and economically feasible mitigation measures listed below;
- Community knowledge;
- Indigenous knowledge and impacts on rights of Indigenous peoples.
The mitigation measures considered for this determination are as follows:
Avifauna
- Cut trees and shrubs before the nesting period.
- Inspect the site regularly and delineate the area where a bird's nest would be found, if any.
Biodiversity
- Keep trees on site.
- Keep a protective radius around trees to protect them.
- Neatly cut off roots and branches that extend into the excavation area.
- Avoid traffic and the deposit of materials on vegetation.
- Restore compacted areas.
Invasive Alien Plant Species (IAPS)
- Identify and mark the IAPS before the start of the work.
- Remove IAPS and send all parts of these plants to landfill.
- Before and after work, inspect and clean machinery and tools to remove mud and invasive alien plant residues (including seeds).
- Clean equipment on infertile ground, away from bodies of water.
Soil and water quality
- Make sure the machinery is in good working order.
- Keep equipment away from streams, ditches and drains and on impervious surfaces.
- Protect ditches, streams, and drains from construction site sediment (e.g., sediment barriers, barnacles, etc.).
- Manage contaminated soil and water in accordance with applicable regulations.
- Have a spill response equipment kit on hand and educate workers.
Air quality
- Keep vehicles and their emission control systems in good working order.
- Limit the idling of vehicles and machines.
- Cover materials with tarps securely fastened at all times during transport.
- Limit the speed to 10 km/h on the construction site.
- Maintain the paths taken and apply dust suppressants to prevent dust.
- Apply gravel in high-traffic areas.
- Use electric vehicles if possible.
Soundscape
- Use less noisy or soundproof equipment and maintain mufflers and catalytic converters.
- Minimize vehicle reversing and equip the equipment with white noise or broadband reverse alarms.
- Avoid banging the rear panels when unloading equipment.
- Establish a traffic pattern and restrict traffic.
Waste management
- Recycle building materials (concrete, wood, metal) to reduce waste.
Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
