YUL Montreal-Trudeau International Airport - Relocation of Air Canada premises and of a dedicated parking space for airport operations
Notice of Determination
March 25, 2025 – ADM Aéroports de Montréal has determined that the project for the relocation of Air Canada's premises and of a dedicated parking space for airport operations at YUL Montréal-Trudeau International Airport is not likely to cause significant adverse environmental effects by applying the mitigation measures provided for in the project.
This determination is based on the following factors:
- Mitigation measures that are technically and environmentally feasible below;
- Community knowledge;
- Knowledge and impacts on the rights of Indigenous peoples.
The mitigation measures considered in this determination are as follows:
- Design heating, ventilation and air conditioning systems to be energy efficient, without the use of natural gas.
- Integrate charging stations for electric GSE vehicles.
- Construct a building with an adaptable design, allowing for future reuse or reconfiguration.
- Maintain the paths taken and apply dust suppressants to prevent dust.
- Apply gravel to high-traffic areas.
- Use electric vehicles if possible.
- Limit the speed to 10 km/h.
- Avoid idling vehicles.
- Ensure the proper functioning of vehicles/equipment and their anti-pollution systems.
- Use less noisy or soundproof equipment and maintain silencers and catalytic converters.
- Position fixed equipment away from buildings.
- Minimize vehicle reversing and equip equipment with white noise or broadband reversing alarms.
- Avoid slamming the back panels when unloading equipment.
- Establish a traffic pattern and restrict traffic.
- Erect a temporary noise barrier.
- Raise awareness among workers about the issue of noise.
- During the work, if water is generated, it must be sent to a facility to filter the sediment before it is discharged.
- Protect ditches and drains from construction site sediment (e.g., sediment barriers, barges, etc.).
- Check the condition of the equipment regularly.
- Fill up the supplies before entering the site.
- Have a spill response equipment kit available and educate workers.
- Manage contaminated soils in accordance with applicable laws and regulations.
- Keep an 8 m radius around the trees and a slightly wider radius between the work area and the side of the trees facing them to protect them.
- Sharply cut the roots and branches extending into the excavation area.
- Avoid traffic and the deposit of materials on vegetation.
- Restore compacted areas.
Consequently, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
