Coal water treatment plant upgrades - Neptune Terminal
Notice of determination
North Vancouver, B.C. – August 1, 2024 – The Vancouver Fraser Port Authority has determined that the proposed Coal water treatment plant upgrades located at 1001 Low Level Road, North Vancouver is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with the Squamish, Tsleil-Waututh, Musqueam, S'ólh Téméxw Stewardship Alliance. No comments relating to the project were received from Indigenous groups.
The project was posted to the Canadian Impact Assessment Registry on April 26, 2024 for public comment. No comments were received.
Mitigation measures and permit conditions taken into account in making the determination include:
- The Permit Holder shall include the Project in their electronic newsletter, which is provided to an email distribution list
- Should rapid impact compaction be selected as a ground densification method, the Permit Holder shall distribute a construction notification to residents and businesses in the area
- The Permit Holder shall submitted an updated Construction Environmental Management Plan, including updates to account for the use of rapid impact compaction, should this method be implemented for ground densification
- The Permit Holder shall provide an update Construction Fire Safety Plan, to the City of North Vancouver and to the Vancouver Fraser Port Authority
- The Permit Holder shall update the Fire Safety Plan for the terminal
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
