Notice of Determination

Winnipeg, Manitoba – March 5, 2025 Transport Canada has determined the proposed Churchill Airport Terminal Building (ATB) Roof Rehabilitation project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

A summary of the proponent's mitigation measures for the project that were taken into account by Transport Canada in its determination is provided below.

As mitigations, the Proponent's contractor(s) must conduct all work as outlined in the specifications document (tender) that was developed for the project. The specifications document includes requirements for:

  • Environmental Procedures, including:
    • Spill Prevention Plan.
    • Air Pollution Control Plan.
  • Waste Management and Disposal
  • Environmental and Occupational Safety and Health Project Checklist
  • Project Construction Operations document

The project is predicted to improve the energy efficiency of the ATB and promote sustainability by increasing the lifespan of the ATB. Given this and the identified mitigation measures, Transport Canada is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. As such, Transport Canada may exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
