YUL Montreal-Trudeau International Airport - Road network and parking lots
Notice of Determination
February 19, 2025 – ADM Aéroports de Montréal has determined that the project for the road network and parking lots at YUL Montréal-Trudeau International Airport is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.
This determination was based on a consideration of the following factors:
- Technically and economically feasible mitigation measures listed below;
- Community knowledge;
- Indigenous knowledge and impacts on rights of Indigenous peoples.
The mitigation measures considered for this determination are as follows:
Surface water quality:
- Implement and maintain effective measures to limit sediment input and transport.
- Implement a stormwater quality monitoring program.
- Maintain and refuel machinery more than 30 m from ditches.
- Ensure that there is an oil recovery kit near each piece of equipment.
- In the situation where the environmental quality of the soil is not known, pile the excavated soil on an impermeable surface and cover it with an impermeable membrane.
Groundwater quality:
- Characterization of water from the drilling of wells and excavations and discharge of water to the sanitary sewer system, in compliance with By-law 2008-47 of the City of Montreal.
Air quality:
- Maintain vehicles and machinery in good working order.
- Spread dust suppressant in unpaved areas if there is a significant presence of dust. Water must be used at a distance of less than 10 m from ditches.
- Clean traffic lanes soiled by the work.
Soil quality:
- Prohibit access to the site to any mobile equipment that leaks hydrocarbons.
- Perform maintenance on equipment in impermeable areas provided for this purpose.
- If necessary, characterize the soils in piles to determine their management method.
Invasive alien species:
- Ensure that machinery is clean and free of IAS upon arrival at the site and maintain it in this condition thereafter.
- Apply best practices for the management of invasive alien species.
Avifauna and habitat:
- Respect for the nesting period of migratory birds for deforestation.
- Check for wildlife just before the work begins.
Environmental emergency:
- Apply ADM's Environmental Incidents Directive and Aéroports de Montréal's Emergency Response Plan (ERP).
General:
- Apply the Environmental Requirements for construction work developed by ADM.
Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
