Atikameksheng By-Pass Road Construction - additional Federal Authority
Notice of Determination
Environment and Climate Change Canada has determined that the proposed Atikameksheng By-Pass Road Construction (the Project) is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- impacts on rights of Indigenous peoples;
- Indigenous knowledge;
- community knowledge;
- comments received from the public; and
- technically and economically feasible mitigation measures for the protection of the environment, migratory birds and species at risk.
Mitigation and monitoring measures taken into account for this determination included active and adaptive management measures that will be implemented for the protection of the environment, migratory birds and species at risk. A permit under s.73 of the Species at Risk Act will be issued for the project, pending final Ministerial decision, to address impacts to at-risk species and their habitat. Based on the consideration of these measures, Environment and Climate Change Canada is satisfied that that the carrying out of the Project is not likely to cause significant adverse environmental effects.
Therefore, Environment and Climate Change Canada may exercise any power, perform any duty or function, or provide financial assistance to enable the Project to be carried out in whole or in part.
