Raising the seabed at Quay 01 at the Contrecoeur Marine Terminal, Port of Montreal
February 4, 2025 - The Montreal Port Authority (MPA) has determined that the project to raise the sea floor at Quay 01 of the Contrecoeur Marine Terminal, Port of Montreal, is not likely to have a significant adverse effect on the environment.
This determination was based on the following factors
- Community knowledge;
- Comments received from DFO;
- Technically and economically feasible mitigation measures.
Mitigation measures considered for this determination are:
- Ensure that work is confined to the planned area, for example by using a bucket with GPS guidance for greater accuracy.
- Sequence the work in the water, starting with the western part of Quay 01 and finishing with the eastern part.
- Control erosion and sediment transport by implementing effective measures to limit sediment input, for example when placing clean stone at the base of the quay wall:
o Using clean rock for riprap placement to prevent the introduction of fine particles into the water.
o Controlled lowering of the excavator bucket when placing the riprap and controlled placement of the rock to avoid lifting and suspending sediments, minimising the leveling of the riprap.
o In-situ measurements of TSS and turbidity will be carried out before and during the work to ensure compliance with the aquatic life acute effect criteria (CAEC).
- Work in water between 22 September and 22 October.
- Prevent the introduction of harmful substances into the water by the following means
o Establish a spill contingency plan and ensure that site personnel are aware of it and trained to respond to spills.
o Keeping a spill kit(s) available on site at all times. The kit(s) must contain sufficient absorbent material to contain a spill in water and on land.
o Ensure that machinery is in good condition, clean and free of leaks when it arrives on site and remains so throughout the work.
o Ensure that machinery is free of exotic invasive species when it arrives at the site.
o Use geotextile bags to contain cement grout and prevent it from leaching into water.
o Properly manage wash water from concrete mixers and pump trucks.
o Excess concrete and cement from concrete mixers should be placed in moulds or other watertight containers that facilitate reuse (e.g. as bumpers) or disposal. Concrete residues should be disposed of with construction waste.
o Machinery used in and over water must be operated with biodegradable oils.
- A supervisor will be always present during the works to ensure compliance with the identified mitigation measures.
Therefore, the MPA may perform any duty or function to enable the project to be carried out in whole or in part.
