Armand Bekkattla Treatment Centre Recapitalization and Expansion – Public Comments Invited
January 3, 2025 – Indigenous Services Canada must determine whether the proposed Armand Bekkattla Treatment Centre Recapitalization and Expansion project is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project
Clearwater River Dene Nation is proposing the expansion and renovation of the Armand Bekkattla Treatment Centre. Expansion will include extension of the wings of the existing building and addition of a new administrative section, renovation throughout the existing building, addition of sweat lodge and exercise buildings behind the building (to the east), and addition of greenspace and future garden area. Underground water and sewer may be required for the sweat lodge. Existing buildings on the site such as storage building and sea cans will be relocated elsewhere on the site. The site will be fully enclosed by fence. Utility power may be upgraded and extended to new buildings through the provincial supplier. Temporary construction facilities and equipment/laydown areas near the site may be required. This may include washroom facilities and power.
Site preparation activities include tree clearing and temporary relocation of existing structures to facilitate new construction. Activities during construction include select demolition of building components, including deck, exterior finishes, landscape features (concrete blocks), minor excavation and earthworks, building construction including structural, architectural, mechanical and electrical scopes. During demolition, materials that can be salvaged will be set aside for reuse and recycling. Remaining materials will be taken to an approved landfill site for disposal.
