South Airport Cargo Development Project – Public Comments Invited
December 16, 2024 – The Vancouver Airport Authority and Transport Canada must determine whether the proposed South Airport Cargo Development Project, located at Vancouver International Airport is likely to cause significant adverse environmental effects.
To help inform this determination, the Vancouver Airport Authority and Transport Canada are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
The Vancouver Airport Authority and Transport Canada are proposing to upgrade facilities to improve cargo operations at the South Airport at Vancouver International Airport (YVR). The South Airport Cargo Development Project involves expansion and upgrade of aircraft Apron II, preparation of a site for a future warehouse and relocation and upgrades to portions of Inglis Drive, Cowley Crescent, and the South Airport Parking Lot. The total project area is approximately 170,000 m2, combining both airside land (aircraft Apron II and the warehouse development site) and groundside land (roadways and South Airport Parking Lot).
Aircraft Apron II will be expanded by approximately 35,000 m2 to accommodate parking for up to four B-777-sized aircraft and will require new pavement surfaces and subsurface utilities. A site will be prepared for a future warehouse with demolition of three existing buildings, demolition of paved areas and relocation of utilities. Upgrades to Inglis Drive include relocation of the road from the crest of the dyke to the north of the dyke. Multiuse paths and new utilities will be added to Inglis Drive. The exiting South Terminal Parking Lot will be modified and upgraded with changes to layout and addition of new parking spaces, upgrades to utilities, and installation of electric vehicle (EV) charging stations. New roadways will be added from Cowley Crescent to aircraft Apron II to meet the intersection of Inglis Drive and Agar Drive, along with additional driveways and lot entrances. In total, approximately 1,600 m of new roadways will be constructed.
Recent work related to the South Airport Cargo Development Project was completed in 2024 with the extension of Taxiway A. A separate Impact Assessment Act review was conducted for the Taxiway A project.
