Seaspan Ship Load-out Gravel Bed and Shoreline Protection - Amendments
Notice of Determination
North Vancouver, B.C. – November 15, 2024 – The Vancouver Fraser Port Authority has determined that the proposed Ship Load-out Gravel Bed and Shoreline Protection generally located at 10 Pemberton Avenue, North Vancouver, BC is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- Impacts on rights of Indigenous peoples
- Indigenous knowledge
- Community knowledge
- Comments received from the public
- Technically and economically feasible mitigation measures
Best efforts were made to consult with Musqueam Indian Band, Tsleil-Waututh Nation, and Squamish Nation. The concerns, comments or themes raised were:
- Clarity on the purpose of the platen facility
- Inquiry on why the outfall is required
- Inquiry on potential contaminants that could potentially enter the stormwater treatment system
- Inquiry on the Applicant's proposed outfall monitoring plan
- Request to follow the Burrard Inlet Water Quality Objectives (BIWQOs)
- Request for additional information on the Applicant's proposed mitigation measures
- Confirmation of treatment and monitoring
The project was posted to the Canadian Impact Assessment Registry on June 7, 2024, for public comment. No comments were received.
Mitigation measures and/or permit conditions taken into account in making the determination include:
- Mitigation measures and permit conditions that were part of the project and environmental review of Project Permit PER No. 17-407
- Operations will occur in accordance with the stormwater management plan
The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
