Notice of Determination

Port Moody, B.C. – October 18, 2024 – The Vancouver Fraser Port Authority has determined that the proposed berth 1 foreshore remediation - PCT located at 2300 Columbia Street, Port Moody is not likely to cause significant adverse environmental effects.

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Best efforts were made to consult with Kwikwetlem First Nation, Tsleil-Waututh Nation, Musqueam Indian Band, Squamish Nation, S'ólh Téméxw Stewardship Alliance. The themes raised were:

  • Environmental and archaeological mitigations
  • Refueling of machinery and hazardous waste management
  • Vegetation removal
  • Stormwater management and the handling of excavated material
  • Monitoring opportunities

The project was posted to the Canadian Impact Assessment Registry on July 17, 2024 for public comment. No comments were received.

Metro Vancouver and City of Port Moody were sent the project for comment. The themes raised were:

  • Climate change and storm events
  • Enhancement of fish habitat and biodiversity
  • Impacts on the Metro Vancouver storm sewer line
  • Construction Environmental Management Plan detail

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • All works will be carried out in accordance with the Construction Environmental Management Plan.
  • Nest surveys will be conducted prior to any vegetation clearing during the general bird breeding season, between April 1 and July 31, inclusive, or outside this time if occupied nests are present. Nest surveys will be conducted by a qualified professional.
  • A qualified environmental professional will be retained to monitor works and activities with the potential to negatively affect fish or fish habitat.
  • All activities will be completed in the dry (i.e., above the water surface) at low tide.
  • Any suspected contaminated materials will be contained, tested and disposed of at appropriate licensed off-site facilities
  • All activities involving the use of concrete, cement, or other lime-containing construction materials will be conducted so that the materials do not enter the aquatic environment
  • Soils and other materials brought to the site will be clean and free of environmental contamination, invasive species, and noxious weeds.

 

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
