My Education, My Future (MEMF)
Notice of Determination
October 28, 2024 – Global Affairs Canada has determined that the proposed My Education, My Future (MEMF) project is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- community knowledge.
- comments received from the public; and
- technically and economically feasible mitigation measures.
As detailed in the EIA report, mitigation measures taken into account for this determination are:
- Position latrines away from water sources and avoid flood-prone areas or regions with high water tables.
- Incorporate design features that minimize contamination risks.
- Manage runoff around latrines, particularly during rainfall, by constructing diversion channels to redirect water away from latrines and towards safe drainage paths that avoid nearby water bodies.
- Plant vegetation around latrines to stabilize the soil, reduce erosion, and enhance natural filtration of runoff water.
- Implement a gully trap system to effectively manage pooling water. Create a gentle slope near handwashing and rainwater harvesting areas to facilitate drainage.
- Conduct educational activities to inform local communities about proper waste disposal practices and the importance of maintaining latrines. Raise awareness on risks of contamination of water sources.
- Establish maintenance schedules for regular cleaning and periodic emptying of latrines. Conduct routine inspections to promptly identify and resolve any issues to prevent contamination.
- Ensure adequate supervision by Right to Play and district engineers. Provide proper training and prioritize the use of small-scale construction equipment over heavy machinery to reduce health and safety risks.
- Implement strategies to minimize risks associated with construction waste.
- Select construction sites carefully to minimize disturbances and undertake replanting activities as needed.
These measures will be implemented by Right to Play in collaboration with education authorities, school management committees, head teachers, and district authorities. A monitoring and follow-up plan will be diligently applied, supervised, and reported to mitigate negative environmental risks.
Global Affairs Canada is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
Therefore, Global Affairs Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
