High Speed Refueling Compound Petroleum Pipeline, Phase 1 – 19 Wing Comox

September 25, 2024 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has proposed a project at 19 Wing Comox. This Project includes the installation of a new petroleum, oil, and lubricants pumphouse and double walled underground aviation fuel supply to a new High Speed Refueling Compound (HSRC). The pipeline will carry fuel from the existing tank farm, located to the new HSRC. The HSRC will be comprised of two 27,000 litre aboveground tanks, aboveground piping, controls, as well as supporting infrastructure including utility connections (electrical and storm sewers) and spill/secondary containment measures (i.e. oil water separator(s)). These works are being completed to ensure that fuel storage and transport are in compliance with Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulations (CEPA SOR-2008/197).
