Notice of Determination

September 20, 2024 – ADM Aéroports de Montréal has determined that the proposed replacement of four petroleum product tanks at Pratt & Withney's Plant 15 site at YMX International Aerocity of Mirabel not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.

This decision is based on the following factors:

  • Mitigation measures that are technically and environmentally feasible below;
  • Community knowledge;
  • Knowledge and impacts on the rights of Indigenous peoples.

The mitigation measures considered in this determination are as follows:

Leaks or spills from tanks:

  • Before each tank is to be dismantled, it will be emptied to the other tanks using the pipe system that connects the four tanks together. In addition, a ventilation period will be respected to ensure that the tank is completely empty before moving it.
  • The tanks are located in a retention basin that is closed at all times. Following rainfall, the valve will be opened after a visual inspection, and the water will be evacuated to an oil interceptor through the controls already in place before being conveyed to the storm water system.

Accidental spills or leaks from machinery during work:

  • PW&C has an Emergency Response Plan in place that will be applied during the work.
  • Drain covers and balloons will be installed on the storm manholes around the work area.

Management of solid waste during the dismantling of the existing system:

  • The tanks, once removed from their location, will be taken directly to an authorized off-site disposal site.

Noise and vibration:

  • The work will be carried out between 6:30 a.m. and 4:00 p.m. and no excavation work is planned. In addition, the site is located in an industrial zone.

Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
