Project Description:

The proposed project consists of constructing and operating a dam and 1,100-megawatt hydroelectric generating station on the Peace River in north-eastern British Columbia. The Project would be the third in a series of dams on the Peace River in British Columbia. The Project components are an earthfill dam 1,050 metres long and 60 metres high, an up to 1,100-megawatt generating station and associated structures, an 83-kilometre long reservoir, re-alignment of four sections of Highway 29 and two 77-kilometre transmission lines along existing transmission line right-of-way connecting Site C to Peace Canyon.

Overview:

The Enforcement Operations Team of the Impact Assessment Agency of Canada (IAAC) conducted a site inspection of the Site C Clean Energy Project on July 18-19, 2023. The project is in the construction phase. The inspection was carried out by Senior Enforcement Officer Julie Buron and Senior Enforcement Officer Steven Fraser. The inspection was part of the planned inspections for the project.

Site Inspection Details:

Over the 2-day inspection, multiple areas of the project were inspected. Those areas included the Hoper Site, the temporary fish passage, the water treatment facility, the final discharge point, fish habitat compensation P3/P8, Fill-1 site, the main gravel bar, East channel, wash station at gate B, Howe pit, Moberly bridge, the P5/P6 Area, RSEM5A, the joint use warehouse, Cache creek, the boat launch, the halfway bridge, Farrell bridge and Gates Island.

Compliance with the following Decision Statement conditions were verified, where applicable.

• Condition 2 - Accidents and malfunctions
• Condition 7 - Water quality
• Condition 8 - Fish and fish habitat
• Condition 9 - Disturbance and destruction of migratory birds
• Condition 16 - Species at risk, at-risk and sensitive ecological communities and rare plants
