NOTICE OF INTENT

RIPRAP REPAIRS AT LES MÉCHINS WHARF, QUEBEC - Public Comments Invited

Date of Posting – Transport Canada must determine whether the proposed Rehabilitation of riprap at the Les Méchins wharf in Les Méchins, Quebec is likely to cause significant adverse environmental effects.

To help inform this determination, Transport Canada is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The proposed project

The project involves repairing a rockfill subsidence along the Les Méchins wharf in Gaspésie, owned by Transport Canada. This wharf consists of a steel sheet pile wall on the inside and riprap on the outside. The need for this rehabilitation follows a drone survey of the riprap along the wharf in 2022, which revealed that the protective structure had deteriorated significantly, and could be subject to sudden failure with no other warning signs in the event of a fairly heavy stress, such as a storm. This is an emergency temporary repair, since the integrity and stability of the wharf are at stake. Transport Canada must ensure that the dock does not collapse and become an obstacle to navigation for users of the dry dock adjacent to the site, thus creating a safety issue.

The work consists of recharging the degraded and badly subsided riprap at the junction of the tetrapods and the riprap. The only work planned is the placement of stone layers of defined caliber from the quay deck, using trucks and mechanical shovels. No marine work is planned as part of the project.

The work will not touch the seabed, and no additional encroachment is planned, but it will be below the level of the highest high water tide (HHWT). Work will be carried out at low tide.

Temporary remedial work is scheduled for summer 2024.
