Area E2 Road Construction – Canadian Forces Base (CFB) Borden

November 19, 2023 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has proposed a project. Area E2 is located within the Canadian Forces Base Borden Range and Training Area, and is utilized to facilitate the delivery of mounted vehicle driver training to Canadian Forces members. Access to the Training Area is obtained through Borden Range Control with maintenance conducted by Real Property Operations. The proposed road construction will allow improved access for emergency vehicles into the training area, while also minimizing impacts to the ecosystems by concentrating vehicle use.

Improvements to the training area will include:

  • Expansion of road network;
  • Construction of gravel for all-season roads, using existing trails;
  • Realignment of existing trails; and,
  • Construction of ditches to better manage surface water runoff.

Construction activities are proposed to occur in the fall of 2023 and the spring of 2024 to limit impacts to Species at Risk.
