875 Heron Road Rehabilitation – Public Comments Invited

November 14, 2023 – The authorities must determine whether the proposed 875 Heron Road Rehabilitation, located in Ottawa is likely to cause significant adverse environmental effects.

To help inform this determination, the authorities are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

875 Heron Road, situated on the traditional territory of the Algonquin Nation, is a part of Confederation Heights, one of several Federal Government employment nodes in the National Capital Region. Built in the early 1970s, 875 Heron Road is a Crown-owned asset that serves as the headquarters of the Canada Revenue Agency (CRA). The building is designated as a recognized federal heritage building for its historical associations and architectural and environmental values. Remaining largely as originally designed and built, it has been continuously occupied since opening in the 1970s.

Rehabilitation and redevelopment are required to address physical building deterioration, replace critical building systems, and revitalize the building into a more modern, flexible, secure, accessible, and environmentally sustainable office accommodation for the CRA. This project includes upgrades or replacement of all major systems and building elements including building envelope and structure, interior layouts and finishes, mechanical and electrical systems, site surfaces, drainage, and landscaping. Exterior work will include site alterations to improve stormwater management, flora enhancement, re-routing pedestrian, bicycle, and automobile pathways to support livability and community linkages, and installation of engineering infrastructure to help achieve energy efficiency and reduce building operating costs.

Construction related work is anticipated to commence in 2024 with projected completion in 2028.
