Construction of 4 incinerators in Nigeria and extension of a 5 kilometer water pipeline in Kenya
Notice of Determination
Ottawa – August 16, 2023 – Global Affairs Canada has determined that the proposed construction of 4 incinerators in Nigeria and extension of a 5 kilometer water pipeline in Kenya is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- community knowledge;
- comments received from the public; and
- technically and economically feasible mitigation measures.
Mitigation measures taken into account for this determination are:
- Patients, caregivers and community members will be sensitized to the "do and don'ts" on the use of the incinerator
- Selection of site according to the wind direction to avoid environmental pollution
- Maintain incinerator burning time and hours according to seasonal change and wind direction
- Ensure occupational safety measures are upheld and provide fire resistance cement
- Periodic maintenance including cleaning of combustion chamber and unclogging of air flows of fuel burners
- Minimize land clearance before drilling and rehabilitation of water points
- Use of solar panel to pump the water
- Notify/mobilize the community during the use of machinery
- Plantation of trees around the water point to absorb the waste water
- The design shall in no way propose to implement developments that will hinder drainage, change the topography or introduce physical changes that are not in harmony with the physical setting of the project area
- Provide scour checks on over-15% slopes or when working in loose soils
- Monitoring and management of the area drainage to prevent flooding when installing the piping
- Frequent wetting of the site during construction will also help to alleviate the problem of fugitive dust
- Separation of biodegradable and non-biodegradable wastes
- Installation of sanitary seals
- Monitoring of water abstraction with flow meter
Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.
Therefore, Global Affairs Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
