Development of a recycling facility at Building 225 – Canadian Forces Base Bagotville

July 28, 2023 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) has proposed a project which involves work execution as well as labour supply, materials and tools necessary for the development of a new recycling facility outside of building 225. The work involves the development of a hard surface of roughly 1000 square meters, composed in particular of concrete slabs that can accommodate 5 containers and asphalt surfaces including the Chicoutimi road widening, traffic lanes, and an access ramp to the containers. The site development also requires an approximately 228.5 square meter awning construction above the containers as well as the addition of a guardrail, motorized sliding barriers with shelters and fences. Various electrical work will be required such as lighting and barrier control installation, modifications to the fire alarm system, to the access control system and to the telecommunications servers. Some minor work will also be carried out on the existing building 225, including steps and windows addition. These various developments will require excavation work. A soils characterization has been carried out on the site and the soils will be managed according to their contamination levels, in compliance with legal requirements.
