Cascadia Rail Expansion Phase 4 - Amendment 01 – Public comments invited 

July 27, 2023 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Cascadia Rail Expansion Phase 4 - Amendment 01, located along the south shore of Burrard Inlet east of Berry Point, in Burnaby BC, is likely to cause significant adverse environmental effects.  

To help inform this determination and a decision on whether or not to approve the proposed amendment, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

Proposed amendment

Canadian Pacific Kansas City (CPKC) is preparing to construct habitat offsetting as part of the approved Cascadia Rail Expansion Phase 4 project (PER No. 20-095). CPKC is requesting an amendment to install up to ten open ended steel piles between 24 inches and 36 inches in diameter, along the northern extent of the Berry Point offsetting area. The piles will be used to affix a silt curtain for turbidity mitigation during construction and provide mooring points for material scows, the marine derrick, and other vessels. The piles will be removed after approximately four months. The pile installation and removal will be completed within the least risk window for fish in the Burrard Inlet and with vibratory hammer to the extent possible.
