Notice of Determination

Winnipeg, Manitoba – May 29, 2023 The authority (Transport Canada) has determined the proposed Grande Prairie Very High Frequency Omni-directional Range (VOR) Replacement project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

• impacts on rights of Indigenous peoples;
• Indigenous knowledge;
• community knowledge;
• comments received from the public; and
• technically and economically feasible mitigation measures.

A summary of the proponent's mitigation measures for the project that were taken into account by Transport Canada in its determination is provided below.

General mitigation measures for the project include:

• The Proponent's contractor(s) must comply with the project's Environmental and Occupational Safety and Health Project Checklist (EOSH) and Project Construction Operations document.
• The Proponent will regularly visit the project site and follow-up with the contractor(s) to address issues that arise.
• The Proponent will notify Transport Canada of the completion of construction and report on any issues that arose and how they were addressed.

Mitigation measures to address specific environmental effects include:

• Hazardous and non-hazardous wastes – The Proponent's contractor(s) is required to dispose of all wastes at approved facilities.
• Above-ground fuel storage tank located inside existing support building – Will be removed by a licensed contractor.
• Dust from access road – Water will be sprayed on road when needed.
• Noise – Construction will take place between 7 a.m. and 7 p.m.
• Impacts to air traffic – The Grande Prairie Airport has been notified of the project. In addition, NAV Canada will put a Notice to Airmen (NOTAM) in place for the entirety of the project. As described by NAV Canada, a NOTAM "is a memo that informs pilots of important updates and potential hazards to note for a specific flight – anything from nearby construction cranes to rocket launches."
• Wildlife – The site will be surveyed for evidence of nesting areas prior to beginning construction activities.

Transport Canada is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. As such, Transport Canada may exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
