Portside Blundell Road Improvements Project – Public comments invited 

April 27, 2023 – The Vancouver Fraser Port Authority, as part of its Project and Environmental Review process, and Transport Canada, must determine whether the proposed Portside Blundell Road Improvements Project is likely to cause significant adverse environmental effects. The proposed project is located along the south arm of the Fraser River, and within the City of Richmond and the Port of Vancouver's Fraser Richmond Industrial Lands.  

To help inform this determination, and to assist the Vancouver Fraser Port Authority in making a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority and Transport Canada are inviting comments from the public. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project

The port authority's Infrastructure Delivery team is proposing the Portside Blundell Road Improvements Pproject to address congestion and safety concerns at the existing level railway crossing at the intersection of Portside Road and Blundell Road, in Richmond. The project is intended to grade-separate the rail crossing while increasing road capacity at the intersection, add a Multi-Use Pathway west from the overpass along Portside Road, and to widen Blundell Road from two lanes to four lanes west of the No. 8 Road Intersection. The project also includes various laneway upgrades, signage, and utility replacements.
