Cross Lake Band of Indians 14 Portable Classrooms – Public Comments Invited

March 10, 2023 – Indigenous Services Canada must determine whether the proposed Cross Lake Band of Indians 14 Portable Classrooms, located in Cross Lake Band of Indians is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

The project consists of building 14 portable classrooms. The project site currently consists of a natural landscape, adjacent to an existing residential development and the Otter Nelson River School. In support of the project, WSP was retained to provide a geotechnical investigation, topographical survey, civil drawings (lot grading, drainage, access road, sewer and water), electrical performance specification, and foundation design for the portable classrooms. The building plans and specifications of the classrooms will be completed by another consulting firm.

 

Based on a previous geotechnical investigation WSP completed at a nearby property in support of another project, the potential frost penetration depth in the local area is about 3.4 metres.
WSP's scope of work on the project includes:
• Geotechnical assessment and report
• Civil design package that will include:
• Topographical survey
• Development of site plan with Owner input
• Site grading
• Sewer and water connecting to ONR Road
• Structural scope will include:
• Provide construction documents for a typical foundation for new 50'x23' portable classrooms (14 identical units)
• Provide one photo review during construction of completed reinforcing
• Review concrete reinforcing shop drawings

 

All hazardous waste and fuel contaminated waste will be dealt with as required by applicable codes and regulations. All nonhazardous waste will be disposed of in accordance with applicable codes, regulations and guidelines at a designated landfill site. Geotechnical reports completed for previous projects at Cross Lake found the dominant soil type was silty clay. Overburden materials commonly encountered included organics, clay/granular fill, silty clay, silt, and sand.

The project area is located within the Hayes River Upland ecodistrict of Manitoba. In the past, the project area consisted of a boreal forested natural state with wetlands. Currently the project site is an undeveloped natural area adjacent to Cross Lake, with a cleared gravel road with a residential area and school nearby. Previous geotechnical reports conducted within the vicinity of the project site identified the depth of groundwater to vary with water seepage identified during test pitting that ranged from near surface seepage to depth of 4.57 meters below ground surface to no seepage. Actual groundwater depths can vary seasonally and in response to major weather events. Raw drinking water for the Cross Lake community is obtained from Cross Lake (surface water) and treated at their water treatment plants.
