Westshore Terminals Berth 2 Mooring Dolphin Upgrades – Extension to Expiry Date – Public comments invited

February 15, 2022– As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Westshore Terminals Berth 2 Mooring Dolphin Upgrades – Extension to Expiry Date, located at 1 Roberts Bank, Delta, B.C., is likely to cause significant adverse environmental effects. Written comments to be received by March 16, 2022.

To help inform this determination and a decision on whether or not to approve the proposed amendment, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed amendment

Westshore Terminals Limited Partnership proposes to upgrade four (4) existing mooring dolphins (piles) at Berth 2 of its terminal at 1 Roberts Bank, Delta starting on September 1, 2023. This would require an extension to the approved Westshore Terminals Berth 2 Mooring Dolphin Upgrades (PER No. 19-187) which has an expiry date of February 28, 2022.

The project has been delayed due to supply chain delays, scheduling conflicts and the global price of coal. These delays indicate the project will not be completed prior to February 28, 2022, and therefore, an extension to the validity of the permit is needed. There are no changes to construction activities or the scope of the work outlined in the approved permit (available here).
