New Decentralized Gas Heating – Naval Armament Depot, Canadian Forces Base Halifax

November 15, 2021 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has proposed a project which aims to remove the Naval Armament Depot central heating plant from service and decentralize oil fired steam heating by installing local gas boilers, as defined in the Canadian Forces Base Halifax Energy Performance Contract. The Naval Armament Depot has a central heating plant serving multiple buildings. The central heating plant was built in 1943 and contains two old steam boilers that provide heating to the buildings. The steam plant and its distribution system are old and inefficient.
