September 20, 2021 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) has proposed a project which consists of crushing and grinding excess material located in the Gore Training Area in Kingston, Ontario. The scope of work entails the operation of a portable concrete/asphalt crusher to separate metal components from the concrete/asphalt and grind wood products, along with stumps and trees. The concrete and asphalt are existing stockpiles in the Gore training area; The quantities requiring crushing will vary, and there is no painted concrete or asphalt being crushed. The finished products will remain on site. The contractor will be required to sort and separate all foreign materials into bins provided by and disposed of by Canadian Forces Base (CFB) Kingston. Mitigations include positive dust controls using water spray to minimize the point of impingement area to the immediate construction site.
