June 22, 2021 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has proposed a project which involves the construction of a new facility building, which will be located in the southwestern portion of CFB Shilo, Manitoba. The Project will involve the following Project components: Mobilization and demobilization of Project personnel, equipment, and materials and construction and reclamation of the temporary laydown area(s); Construction of the Ground Based Optical (GBO) System and associated infrastructure including access road and utilities; Operation and regular maintenance of the GBO System throughout the Project life; and Accidents, malfunctions, and unplanned events throughout the Project life. DND is responsible for managing lands in a sustainable manner, and therefore, the Project must demonstrate that sustainable environmental protection and mitigation measures are provided and implemented throughout all of the Project components.
